Gold Coast Health Plan Marks 15 Years Serving Ventura County
Fifteen years after its 2011 launch as a County Organized Health System, Gold Coast Health Plan now oversees the healthcare of nearly 225,000 Ventura County residents. The organization has evolved from a small startup into a major regional entity, navigating significant Medi-Cal expansions while scaling its internal workforce to 400 employees.
When operations began in Camarillo, the plan served approximately 100,000 members. That figure eventually surged to a peak of 255,000 as Medi-Cal eligibility broadened. Chief Executive Officer Dr. Felix Nuñez credits this growth to a network of primary care physicians, specialists, and behavioral health providers who have adapted to a rapidly changing medical landscape. According to state Department of Health Care Services ratings, the plan consistently ranks among California’s top performers for facilitating vital health screenings and immunizations.
Recent milestones include dual accreditation from the National Committee for Quality Assurance, covering both Health Equity and general Health Plan standards. The organization also expanded its reach in 2025 by launching Total Care Advantage, an HMO D-SNP offering that integrates Medicare and Medi-Cal benefits for local seniors and individuals with disabilities. Beyond clinical administration, the plan has funneled over $13 million into local clinics and hospitals through its Resilience, Innovation, Sustainability & Equity grant program. Today, the plan covers one-third of the county’s population, including half of all children under the age of five.
