After a 37-year military career, retired U.S. Army Gen. Andrew P. Poppas has joined the advisory board of Outpost Technologies. The move positions the Playa Vista-based company to align its reusable spacecraft development with the urgent logistics requirements of the U.S. Department of Defense ahead of a planned 2028 orbital flight.

Poppas, who recently concluded his tenure as the 24th commander of U.S. Army Forces Command, brings expertise in managing large-scale readiness and deployment operations for over 750,000 personnel. His role at Outpost involves guiding the development of the CarryAll vehicle family, a platform engineered to return payloads ranging from 200 kilograms to 10 metric tons from orbit to precise Earth locations.

Outpost CEO Jason Dunn and President Amir Blachman seek to leverage Poppas’s understanding of defense procurement to bridge the gap between commercial space innovation and the needs of combatant commands. As the military shifts its focus toward rapid, resilient logistics, the company aims to position its technology as a solution for mission-critical cargo delivery. Poppas noted that modern operational success relies on speed and the ability to navigate complex constraints, arguing that Outpost’s orbital return capabilities provide a decisive advantage for national security.
