The proposed $350 billion injection comes on top of a $1.1 trillion military spending bill already cleared by the House Appropriations Committee. Johnson is pushing this "Reconciliation 3.0" package to bypass Democratic opposition, despite facing internal resistance from GOP senators, including Susan Collins and Mitch McConnell. Johnson characterizes the funding as a "transformational" effort to secure the nation against both foreign threats and internal enemies.

This framing mirrors an intensifying campaign by Trump, who has invoked the term "communism" more than 80 times since late June to target progressive candidates and policies like Medicare for All. Trump has described these political rivals as a "cancer" and "animals," suggesting they should be exiled or deported. Johnson has adopted this language, declaring on social media that "the barbarians are inside the gate" and warning that failing to pass the bill could lead the country down a "dark road of death to communism."

While federal law generally prohibits the use of military forces for domestic law enforcement, the president retains authority to deploy troops during insurrections. Trump has previously ordered National Guard units to major cities and suggested that urban centers should serve as training grounds for the military to combat an "enemy within." It remains unclear how much of the requested $350 billion would be specifically allocated to domestic operations, as the administration continues to conflate national defense with the suppression of political dissent.
