France Hoang Urges Congress to Prioritize AI Training for Small Business

Drawing from his background as a veteran and entrepreneur, he cautioned lawmakers against viewing artificial intelligence merely as a tool for speed.

Hoang, whose platform serves over 120,000 users across 1,300 institutions, argued that successful AI adoption requires a fundamental shift in strategy. Rather than simply accelerating existing workflows, he encouraged the committee to reconsider the underlying infrastructure of how small businesses operate. His testimony emphasized that the goal should be to rethink the metaphorical roads, not just provide faster vehicles.
To bridge the gap between innovation and accessibility, Hoang proposed three policy pillars. He urged Congress to increase funding for Small Business Development Centers to prioritize practical training, safeguard proprietary data to prevent intellectual property loss, and ensure that future regulations do not create compliance costs only large corporations can afford. By focusing on human-led collaboration rather than unchecked automation, Hoang contended that policymakers could prevent the technology from being monopolized by industry giants. His platform, which maintains a privacy-by-design standard, remains one of the few approved by the House Chief Administrative Officer for use by congressional staff.
