Pennsylvania Housing Finance Agency awards $25 million for affordable units
The Pennsylvania Housing Finance Agency has earmarked $25 million in HOME-ARP funding to construct or preserve 257 rental units across the state. The initiative specifically targets the housing crisis for vulnerable populations, with 204 of these units dedicated to Pennsylvanians who are currently homeless or at risk of displacement.
The capital will support eight specific housing developments, ranging from the Germantown Life Enrichment Center in Philadelphia, which accounts for 133 units, to smaller urban infill projects like the eight-unit initiative in Scranton. Other developments span Pittsburgh, Berwick, Erie, and Lancaster, reflecting a broad effort to address regional housing shortages.
PHFA Executive Director Robin Wiessmann described the funding as a vital tool for meeting the heightened demand for affordable shelter. The agency faced significant competition for these resources, receiving 22 applications requesting a total of $56 million. While $25 million has been awarded, the agency retains the flexibility to commit an additional $10 million to future projects.
These awards remain conditional, subject to final underwriting, construction cost assessments, and capital stack verification. The HOME-ARP program, born from the 2021 American Rescue Plan, provides developers with zero-interest, deferred-payment loans. This financial structure is designed to lower barriers to entry for projects focused on low-income and qualified populations.
