Arizona Honors Non-Elected Officials with 2026 Zimmerman Awards
Four public servants were honored at the 2026 Gabe Zimmerman Public Service Awards in Phoenix, receiving recognition for their behind-the-scenes contributions to the state's infrastructure and civic health. The awards, presented by the Center for the Future of Arizona, highlight individuals working outside the spotlight to solve complex community challenges.
The honorees—Kelsey Lamphier, Ana Urquijo, Billy Kovacs, and Christopher Avery—were selected by an independent committee of civic and business leaders during the Arizona City and County Management Association Summer Conference. Their work spans critical sectors, including lifelong learning, economic development, and water security, reflecting the diverse needs of Arizona communities.
Dr. Sybil Francis, President and CEO of the Center for the Future of Arizona, noted that these individuals embody the dedication required to build the state's long-term stability. The awards serve as a memorial to Gabe Zimmerman, the former outreach director for U.S. Representative Gabrielle Giffords, who died in the 2011 Tucson shooting. By honoring those who prioritize public welfare, the program seeks to preserve Zimmerman’s legacy of service and community engagement.
