Hong Kong ICAC Launches Record Training Program for Saudi Officials
Sixty investigators from Saudi Arabia’s Oversight and Anti-Corruption Authority, known as Nazaha, have arrived in Hong Kong for a 10-day intensive course. The program marks a record-breaking expansion for the Independent Commission Against Corruption, standing as the largest single-agency international training initiative in the academy’s history.
ICAC Commissioner Woo Ying-ming emphasized that the collaboration builds upon a 2024 memorandum of understanding and a recent pilot program where two Nazaha officers spent a year embedded within Hong Kong’s graft-fighting teams. The new curriculum is designed to support the Saudi Vision 2030 initiative by equipping participants with forensic accounting, asset recovery, and computer forensics skills, including methods to track illicit flows in cryptocurrency markets.
The training extends beyond traditional classroom lectures, incorporating a strategic study visit to Shenzhen’s Qianhai district. There, Saudi delegates will observe how technology-driven integrity systems function in one of China’s most prominent innovation hubs. Furthermore, the delegation will engage with local regulators, including the Hong Kong Monetary Authority and the Hong Kong Jockey Club, to examine how anti-corruption frameworks are integrated into the city’s private and public sectors. The program also features expert briefings from the Department of Justice and the Hong Kong Police Force on the complexities of transnational legal cooperation.
