Bhutan Taps 3iQ to Manage Bitcoin Reserves for Gelephu Financial Hub
Bhutan’s Gelephu Mindfulness City has appointed Toronto-based 3iQ to manage a portion of its Bitcoin treasury, marking a critical move in the Special Administrative Region’s ambition to become a global digital asset hub. The partnership will see the firm deploy institutional strategies while fostering local talent in southern Bhutan.

The appointment follows Bhutan’s December 2025 decision to allocate up to 10,000 Bitcoin from national holdings to fuel the development of the economic zone. By integrating 3iQ’s expertise in regulated digital asset management, Gelephu aims to bridge the gap between traditional investment discipline and its vision for a modern, sustainable offshore financial center.
Pascal St-Jean, CEO of 3iQ, described the mandate as a responsibility to put the Kingdom’s capital to work with long-term transparency. Beyond capital deployment, the firm plans to establish a physical presence in the city to facilitate knowledge transfer. Jigdrel Singay, a board director for Gelephu Mindfulness City, noted that 3iQ’s focus on building local capabilities was a primary factor in their selection. The initiative represents the first in a series of planned milestones as the region seeks to attract international asset managers and investment firms.
