The collaboration follows a 2025 announcement that allocated up to 10,000 Bitcoin from Bhutan’s national holdings to fuel the development of the Special Administrative Region. Beyond treasury management, 3iQ will establish a physical presence in Gelephu, focusing on knowledge transfer and local talent development to anchor the city’s economic framework.

Pascal St-Jean, CEO of 3iQ, emphasized that the firm intends to apply institutional discipline to Bhutan’s capital while adhering to the region's specific cultural and environmental principles. For Gelephu, the deal is a foundational move to build an ecosystem capable of hosting global asset managers and investment firms. Jigdrel Singay, a board director for the city, noted that 3iQ’s commitment to local capability building was a primary factor in their selection. Both organizations have indicated that this agreement is the first in a series of planned milestones aimed at positioning Gelephu as a premier offshore financial center.
