Stardock Overhauls Galactic Civilizations IV with Federations & Empires
Stardock has released Federations & Empires, a significant expansion for Galactic Civilizations IV that replaces the series' singular government track with four distinct systems. Each choice dictates a unique core loop, resource management style, and strategic identity, effectively transforming how the base 4X space strategy game is experienced.

The expansion introduces Oligarchy, Technocracy, Empire, and Federation, each forcing players to navigate different political landscapes. In an Oligarchy, players balance commerce and industry through political favors, while a Technocracy shifts focus to an optimization grid and massive constructs. The Empire model centers on vassal extraction and managing internal dissent, whereas the Federation requires building consensus across worlds to maximize collective efficiency. These systems are supported by a new political party mechanic where Militarists, Progressives, Traditionalists, and Industrialists react to the player's governance, potentially triggering coups or secession crises.
Alongside the paid content, Stardock launched a free Version 4.0 update for all owners of the base game. This patch adds a long-requested Map Editor, allowing users to design and share custom galaxy layouts. Additional improvements include a redesigned diplomacy interface, a persistent mini-map, and more capable AI opponents. Brad Wardell, the lead designer, noted that the goal of these changes is to ensure every government choice fundamentally alters the player's strategic path, moving away from a one-size-fits-all approach to empire management.
