Business travelers are increasingly vulnerable to unlicensed car services that use sophisticated digital channels to masquerade as legitimate providers. A new study presented at the GBTA Convention in Chicago warns that these operators bypass essential safety protocols, leaving companies exposed to significant duty-of-care gaps during ground transportation.

The report, conducted by the National Limousine Association and the University Transportation Research Center, highlights how illegal operators infiltrate airports, hotels, and convention centers. By utilizing professional-looking websites and private messaging groups, these services mimic licensed firms while avoiding mandatory driver screenings, vehicle inspections, and commercial insurance requirements. This shift moves the threat from simple curbside solicitation to organized, technology-enabled networks.

Matthew W. Daus, who led the research, noted that the problem has evolved into a complex jurisdictional and public-safety challenge. The study analyzed 17 major travel markets, including New York, Los Angeles, and Atlanta, finding that fragmented enforcement often fails to address the digital nature of these illicit operations. Currently, at least seven states—including California, Florida, and Texas—have enacted laws specifically targeting driver impersonation, yet the research suggests that coordinated national enforcement remains a critical missing link.

Corporate travel managers are urged to tighten oversight by strictly auditing ground transportation vendors and mandating that travelers use only verified booking channels. As the professional car service industry pushes for standardized licensing databases and better traveler education, the forthcoming full report aims to provide a practical playbook for regulators and law enforcement to dismantle these unauthorized dispatch networks.
