As Texas moves to tighten regulations on the state's rapidly expanding digital infrastructure, Houston-based developer Montera Infrastructure has pledged full compliance with Governor Greg Abbott’s new transparency mandates. The company’s commitment covers rigorous reporting on resource consumption and grid impact to ensure local communities and ratepayers remain protected.
Eanna Murphy, founder and CEO of Montera, confirmed the company’s support for the Public Utility Commission of Texas’s review process in a formal letter to the Governor. The company intends to provide comprehensive disclosures regarding power and water usage, aligning with the state’s push to distinguish viable, development-ready projects from speculative proposals currently clogging the pipeline.
Montera’s operational strategy centers on minimizing the local footprint of its hyperscale facilities. By utilizing closed-loop cooling systems and funding its own interconnection agreements, the firm aims to shield residential utility bills from the costs of site development. The developer, which is backed by the $87 billion investment firm Stonepeak, maintains that early and transparent engagement with state regulators is the only path to sustainable growth in the Texas technology sector.
