Costa Rica Scales Workforce Training to Meet Tech and Export Demands
With nearly 1,000 multinational firms operating within its borders, Costa Rica is aggressively upgrading its labor pool to match the rising complexity of global trade. The Trade and Investment Promotion Agency (PROCOMER) has launched a series of targeted education initiatives to bridge the gap between local skills and high-value industry requirements.

The country’s strategy centers on two primary mechanisms: the Talent Development Incentive and a massive rollout of digital scholarships. Since its 2023 inception, the co-financing program has supported 10,349 individuals, with a recent round of approvals adding 2,800 workers to training pipelines in advanced manufacturing, medical device production, and specialized services. These programs address specific corporate needs, ranging from cybersecurity and cloud computing to regulatory affairs in the medical sector.
Complementing these professional training efforts is a partnership with Google to provide 10,000 scholarships focused on artificial intelligence and cloud infrastructure. Half of these grants were distributed during the Talent Costa Rica Job Fair in May, with the remainder currently available to help residents secure roles in the country's evolving technology-driven economy. According to PROCOMER CEO Laura López, this focus on upskilling is vital to maintaining Costa Rica’s status as a hub for sophisticated operations, as industries shift toward automation and increased technical specialization.
