O'Loughlin offers a dual background as both a registered nurse and a legal expert, a combination that allows him to deconstruct clinical documentation alongside statistical extrapolation methodologies. His previous tenure at Qlarant—the largest Unified Program Integrity Contractor—gives him an insider’s view of the data-mining protocols used to identify potential fraud, waste, and abuse in Part C and Part D plans.

Founding partner Anthony Mahajan described the addition as a significant tactical advantage for their clients, specifically those in high-scrutiny sectors like hospice, home health, and laboratory services.
