ICC Charges Rodrigo Duterte with Crimes Against Humanity
The International Criminal Court has formally charged former Philippines President Rodrigo Duterte with murder as a crime against humanity, alleging he orchestrated a systemic campaign of extrajudicial executions. The indictment centers on his tenure in Davao and his controversial six-year presidency, during which thousands were killed under his watch.
In a 15-page charge sheet, prosecutors contend that Duterte and his associates operated under a common plan to neutralize alleged drug producers, sellers, and users through death squads. Deputy Prosecutor Mame Mandiaye Niang has filed three specific counts against the 80-year-old, covering the deaths of 19 victims during his time as mayor of Davao and dozens more during his national "clearance" operations between 2016 and 2018.
While official government figures acknowledge 6,252 deaths during police operations, human rights organizations estimate the true toll could reach 30,000. Legal advocates, including attorney Kristina Conti, have criticized the ICC’s scope as too narrow, arguing it fails to capture the full scale of the abuses. Currently held in The Hague following his March arrest, Duterte faces a fitness-to-stand-trial evaluation as his defense team cites "cognitive impairment" and deteriorating health. Critics, including lawmaker Leila de Lima, dismiss these claims as a calculated ploy to avoid accountability for a legacy of violence that once drew public praise from Donald Trump.
