Israel Pivots to 'Full Stack Nation' with New National AI Strategy

The five-year plan, spearheaded by the National Artificial Intelligence Directorate, aims to transform the country into a global power by focusing on practical application rather than scale alone. Brig. Gen. (Res.) Erez Askal, head of the Directorate, described the initiative as a transition from a 'startup nation' to a 'full stack nation,' leveraging Israel's existing expertise in cyber defense and resource-constrained problem solving to dominate the emerging era.

Central to this strategy is the creation of a National Institute for impact-driven AI applications, which will oversee five regional 'acceleration reactors' designed to push solutions from the idea stage to national rollout. Infrastructure goals are equally ambitious, targeting a domestic computing base of 100,000 advanced AI accelerators, the assembly of a local quantum computer, and the establishment of a sub-5-nanometer chip fabrication facility. The government is even exploring the feasibility of hosting AI computing infrastructure in low Earth orbit.

To safeguard these advancements, the plan introduces specialized AI-security laboratories developed in tandem with the National Cyber Directorate. This effort builds on a robust cybersecurity foundation that saw $3.8 billion in investment in 2024. Alongside these technical measures, a new National Ethics Council will oversee algorithmic transparency and fairness, ensuring that as Israel scales its digital capabilities, it maintains oversight on privacy and addresses potential biases in global models.
