Westchester Medical Center Health Network Appoints New CFO

Frances Spreer Albert, a veteran of academic health systems, has been named Executive Vice President and Chief Financial Officer at the Westchester Medical Center Health Network. She steps into the role to oversee financial strategy and operational growth for the Hudson Valley’s primary academic medical network.

Spreer Albert joins the Valhalla-based organization after a tenure at Albany Med Health System, where she served as both CFO and COO for a $3 billion network. Her mandate at WMCHealth involves steering long-term investment in advanced patient care and integrating the network’s diverse clinical services. She replaces Michael Burke, who retired in July after a one-year interim appointment.

Her background includes a significant track record in financial restructuring. During her time at Albany Med, she led initiatives that improved the cash-to-total-debt ratio from 26 percent to approximately 180 percent and managed a $400 million inaugural public debt transaction. Beyond her executive roles, she spent 12 years at KPMG providing consulting services to healthcare and government sectors. David Lubarsky, WMCHealth’s President and CEO, noted that her experience in managing complex medical systems will be instrumental in maintaining the network's mission across its seven campuses and 60 ambulatory sites.
