Robert Samson Named President of Municipal Parking Services

Robert H. Samson, a former IBM global public-sector lead and New York state chief information officer, has been appointed president of Municipal Parking Services. The move marks a strategic effort by the Austin-based firm to scale its AI-driven parking enforcement technology and integrate deeper into municipal infrastructure operations.

Samson brings over three decades of government technology experience to the role, having previously overseen a $855 million annual IT budget and a workforce of 3,400 during his tenure as New York’s CIO. His career includes 36 years at IBM, where he managed global operations for government, education, and health care sectors. Following his 2009 retirement from IBM, he served on New York’s Spending and Government Efficiency Commission, eventually spearheading the consolidation of state technology operations under Governor Andrew Cuomo.

At Municipal Parking Services, Samson will oversee the expansion of the company’s SafetyStick platform, which uses solar-powered sensors and embedded AI to monitor curb zones such as fire lanes, bus stops, and accessible parking. CEO Joe Caldwell noted that Samson’s background in high-level enterprise procurement is designed to bridge the gap between complex municipal needs and scalable automated compliance. The company aims to leverage this leadership to transition from traditional enforcement toward broader intelligent infrastructure management.
