TSA Administrator Cummins Unveils Horizon 25 Security Roadmap

The strategy centers on three core pillars: upgrading checkpoint infrastructure, elevating the passenger journey, and hardening security across multi-modal transportation networks. Cummins, who joined the agency with a background in private-sector transportation innovation, intends to move away from legacy systems by accelerating the acquisition of new technology and expanding capabilities against unmanned aircraft threats.

To facilitate this transition, the agency will revamp its Screening Partnership Program, replacing the former TSA Gold+ framework to better integrate private-sector expertise. By bringing together a task force of field and headquarters personnel this September, Cummins aims to break the traditional trade-off between speed and safety. He maintains that the agency can achieve a secure checkpoint, operational efficiency, and a high-quality passenger experience simultaneously. This shift reflects a broader mandate from the White House and the Department of Homeland Security to foster an agile, resilient workforce capable of anticipating evolving global threats over the next quarter century.
