Sayari and DataExpert Partner to Deploy Sovereign AI Across Europe

European government and law enforcement agencies across eight nations are gaining access to specialized AI tools for tracking illicit financial networks. Through a new partnership between intelligence provider Sayari and digital investigation firm DataExpert, authorities will deploy sovereign AI systems designed to trace complex cross-border corporate ownership and trade.

The collaboration targets a growing need for institutional infrastructure capable of countering sophisticated financial crime, sanctions evasion, and dual-use goods proliferation. By integrating DataExpert’s local implementation and training with Sayari’s Commercial World Model—a database of over 12 billion primary-source records—agencies in Belgium, the Netherlands, Luxembourg, Denmark, Finland, Iceland, Norway, and Sweden gain the ability to conduct investigations within their own secure environments.

"European agencies are being asked to confront cross-border financial crime at a pace their current tooling was never designed for," said Gino Flem, Managing Director Benelux at DataExpert. The platform operates under the standards of the EU AI Act, emphasizing auditability and human oversight. Unlike general-purpose models, this system is built to provide sourced, verifiable intelligence that remains under the direct control of national authorities, moving away from public cloud dependencies. Farley Mesko, CEO of Sayari, noted that the region is currently setting the global benchmark for sovereign AI, requiring technology that is defensible in court and capable of mapping layered corporate structures used to hide illicit activity.
