The investors, who have engaged with the company privately and publicly for years, argue that the board has failed to address critical questions regarding capital return and operational efficiency. Since the release of an open letter on July 7, the pressure has intensified; United Bancorporation shares have climbed 15%, significantly outperforming both the Nasdaq Bank Index and the S&P 500, which rose by 1% and 2% respectively.

Despite this market momentum and widespread shareholder support, the investors report that the company has provided no concrete analysis regarding target capital ratios, a proposed $40 million tender offer, or specific plans to address an elevated expense base. Sallen, manager of Merion Road, and Blumberg, managing member of Blue Hill, contend that their combined decades of experience in financial services and bank-specific investing are necessary to move the company past high-level discussions toward actionable results. The duo has requested that the board move promptly to evaluate their appointments and establish a clear timeline for a decision.
