The project represents a potential $1 billion capital infusion aimed at revitalizing the Guayana Shield’s production capacity. According to company co-founder Henry Heeney, the firm intends to implement international mining and processing standards to drive long-term economic growth and job creation in the region. The Venezuelan government expects the partnership to generate billions in future tax and royalty revenues.

Venezuelan Minister of Mining Héctor Silva described the concession as a strategic move to strengthen bilateral relations and bolster the national industrial sector. Sean Pi, the other co-founder of Heeney Capital, noted that the deal reflects growing confidence among global entities in Venezuela’s role within the international minerals supply chain. The firm, which specializes in critical resource development, plans to leverage its experience in complex jurisdictions to accelerate the operational timeline at El Callao.
