Beijing’s Shijingshan District Shifts Focus to Cross-Border Data Flows

The Open Cooperation Forum, held at the Shangri-La Shougang Park, gathered nearly 300 government and industry representatives to address the evolving role of data as a production factor. As the permanent venue for CIFTIS, the district is leveraging its status within the Beijing Pilot Free Trade Zone to foster institutional innovation, specifically targeting the complexities of cross-border data export and compliance management.

Beyond data governance, the forum underscored a shift toward specialized industrial support. Local authorities introduced a customized insurance package for the sci-fi and gaming sectors, while formalizing six high-impact partnerships—ranging from biomedicine industrial chains to digital art platforms. These agreements, coupled with the inauguration of the Harbin Institute of Technology’s local technology transfer center, reflect an attempt to bridge the gap between academic research and commercial application. By focusing on AI integration and the convention economy, Shijingshan aims to transform the transient nature of trade fairs into sustained urban economic growth.
