Unlike previous iterations that merely detected or monitored changes, Compass functions through a specialized agent architecture. Monitoring agents scan global tax and labor authorities, while interpretation agents decompose legal requirements into structured blueprints. Configuration agents then generate technical specifications directly compatible with Neeyamo Payroll, and validation agents audit the final registers before deployment.

This system relies on a council of large language models that independently verify interpretations. When these models reach conflicting conclusions, human payroll professionals intervene to provide the final decision. According to Shakil Gour, SVP of Payroll Product & Integrations, the goal is to shift from providing advisory memos to executing system-ready changes. The AI's performance is measured against human benchmarks, with autonomy granted only to specific rules that have earned a high reliability record. To date, 94% of the system's interpretations have been accepted by human reviewers without modification.
