The congress centers on three specialized tracks: the Smart Ports: Piers of the Future initiative, the Global Blue Finance Summit, and the Sustainable Ocean Summit. While the Smart Ports program focuses on integrating startups and investors to solve immediate maritime logistical challenges, the World Ocean Council will lead the finance and sustainability forums. These sessions aim to bridge the gap between capital and scalable blue economy projects while establishing frameworks for ocean protection.

Barcelona City Council, operating through Barcelona Activa, is anchoring the event with a dedicated focus on the city's regional blue economy strategy. This effort prioritizes open innovation, linking local talent with global corporations to refine emerging maritime skills. Furthering this mission, the Ocean Innovation Hub will serve as a dedicated space for global startups to demonstrate new technologies under the guidance of partners like Oceanovation. The event runs concurrently with the Smart City Expo World Congress and the Barcelona Deep Tech Summit, reinforcing the city's position as a nexus for industrial and urban transformation.
