Kapsch TrafficCom Secures $170M Deal to Unify California Toll Operations
Drivers navigating the SR-91 and I-15 express lanes will soon see an end to fragmented billing and split customer service accounts. A new $170 million contract between Kapsch TrafficCom, the Orange County Transportation Authority, and the Riverside County Transportation Commission consolidates toll management across both Southern California corridors through 2041.

The agreement merges back-office systems and customer service operations that previously forced commuters to interact with two distinct organizations. By integrating the SR-91 into the existing I-15 platform, the agencies expect to generate $33 million in operating efficiencies. These savings are slated for reinvestment into regional transit and general-purpose transportation projects.
Roughly 35 percent of current service interactions involve both corridors, highlighting the demand for a unified approach. The transition period is scheduled for 12 months, with a goal of achieving full system integration by summer 2027. Kapsch, which has managed the I-15 infrastructure since 2017, will scale its customer service team to handle the increased volume across the combined network. Both the OCTA and RCTC boards unanimously approved the partnership, aiming to streamline the experience for the more than 100,000 daily users of the lanes.
