The tool functions as a self-administered assessment requiring less than 15 minutes to complete. It forces executives to address 30 specific questions regarding data ownership, vendor oversight, and contract transparency. By categorizing responses into three tiers—Foundational, Advanced, and Leadership—the scorecard identifies where plan dollars leak through hidden revenue or excessive third-party fees. Rob Andrews, CEO of the Health Transformation Alliance, noted that access to improved information allows employers to demand greater value for employees while curbing runaway medical costs.

State financial officers, who oversee public pension funds invested in major corporations, view this as a necessary step toward fiscal accountability. OJ Oleka, CEO of the State Financial Officers Foundation, stated that the scorecard provides a framework for companies to demonstrate stewardship to investors and plan participants. The assessment covers critical areas such as independent plan audits, pharmacy benefit manager contract reviews, and the use of pre-payment integrity checks. Employers can use the final tally to pinpoint gaps in their current health plans and provide documented evidence of a deliberate, prudent management process.
