Human Rights Watch Calls for Independent Probe Into Fatal ICE Shooting

Human Rights Watch is demanding an independent investigation into the fatal shooting of 38-year-old Silverio Villegas-Gonzalez by an ICE agent near Chicago. The call follows the emergence of surveillance footage that directly contradicts the Department of Homeland Security’s official account of the confrontation during Operation Midway Blitz.

The Department of Homeland Security maintains that Villegas-Gonzalez, a Mexican immigrant, ignored commands and drove his vehicle toward officers, forcing one agent to fire in self-defense after being dragged. However, local business security footage shows the vehicle reversing away from two officers, with one agent appearing to hold onto the driver-side window frame as the car moves. Belkis Wille of Human Rights Watch noted that the video fails to substantiate the official claim that the agent was in immediate danger, raising serious questions about the use of lethal force.

Illinois Governor J.B. Pritzker has criticized the lack of transparency from federal agencies, stating that ICE, the FBI, and the Department of Homeland Security have provided almost no information regarding the incident. The absence of body cameras—a policy requirement dropped under the current administration—further complicates the inquiry. With at least 14 deaths in ICE custody reported since the start of the year, advocates argue that internal reviews are insufficient and that an external, impartial probe is necessary to ensure accountability.
