Tao Jingwen, Deputy Chairman of the Supervisory Board at Huawei, emphasized that computing power and data have evolved into the primary drivers of urban development. He stated that the company is focusing on building AI-ready infrastructure to support the transition from traditional service models to proactive, user-centric governance. Simon Zou, Vice President of the Government Public Services Digitalization BU, highlighted successful deployments in Shenzhen’s Longgang District and Shantou, noting how AI agents now automate processes that previously required manual intervention at service windows.

To standardize these advancements, Huawei and China's State Information Center released the AI CITY Development Research Report 2026. The document outlines a shift toward "city super agents" and provides a technical framework based on OpenHarmony and Ascend AI compute. The newly formed alliance, which includes UNIDO, TIS, and Egabi Solution, will prioritize cross-border data circulation and collaborative compute resources to help cities globally scale their intelligent infrastructure.
