Medicaid Recipients Face Confusion Ahead of New Work Reporting Rules

As states prepare to enforce new community engagement requirements by January 1, 2027, a survey of 408 Medicaid participants reveals a disconnect between policy awareness and individual readiness. While many beneficiaries have heard of the upcoming rules, one in four remain unsure if they are required to report their activities.

The survey, conducted by CITIZ3N Government Solutions, highlights that 66.7% of respondents are aware of the impending changes, yet 56.6% report they have received no direct communication from their state Medicaid programs. This lack of clear guidance fuels significant anxiety, with 68.1% of participants expressing fear that these requirements could lead to a loss of coverage. If faced with such a scenario, respondents indicated they would likely skip medical visits or remain uninsured.

To bridge this gap, participants are calling for practical, actionable resources rather than generic information. A clear checklist of requirements ranked as the top priority for 54.2% of those surveyed, followed by automated text or email reminders and access to human support via phone. Rob Miller, General Manager of CITIZ3N, noted that translating policy into practice remains a complex hurdle for states, as coordinating eligibility, reporting, and outreach across fragmented systems often creates friction that hinders member compliance.
