University of Phoenix Provost Shapes New National Digital Learning Guide
John Woods, Provost and Chief Academic Officer at the University of Phoenix, has helped draft a new national framework designed to integrate digital learning into the core strategy of higher education institutions. The UPCEA Hallmarks of Excellence in Digital Learning Enterprises establishes guidelines for leadership, workforce alignment, and responsible innovation.
The framework, released July 29, 2026, marks an evolution in how colleges approach online education. While the original 2016 guidelines focused on isolated online programs, the new standards reflect a reality where digital learning serves as essential institutional infrastructure. Developed over six months by more than 80 chief online learning officers, the guide provides a roadmap for managing the complex intersection of academic, financial, and technological capabilities required to support modern learners.
Woods specifically contributed to the sixth hallmark, which emphasizes external advocacy and leadership beyond campus borders. This section calls on administrators to actively engage with employers, policymakers, and accreditors to ensure credential portability and career relevance. According to Woods, the goal is to move beyond simply digitizing existing coursework. Instead, universities must coordinate enrollment, support services, and curriculum to ensure that student outcomes remain visible and verifiable throughout their educational journey.
This initiative aligns with the University of Phoenix's current strategy of mapping curriculum directly to professional skills. By utilizing digital badges and skills profiles, the institution aims to provide students with shareable evidence of their competencies. Rather than functioning as a rigid checklist, the UPCEA framework serves as an adaptable resource for institutions to build accountability and trust in an increasingly digital academic landscape.
