Tartu’s Port Athena Development Targets 2027 Completion
The first phase of the €35 million Port Athena project in Tartu, Estonia, reached completion in August 2026. Situated along the Emajõgi River, the new business district relies on crystalline waterproofing technology to shield its subterranean infrastructure from the high groundwater levels inherent to the riverside site.

The development spans a total gross area of approximately 19,500 square meters, featuring four six-story structures and one seven-story building. Upon its full completion in 2027, the complex will provide 12,000 square meters of office space, with ground-floor units dedicated to retail, dining, and professional services. A shared basement level serves as an underground parking facility for 100 vehicles.
To manage the environmental challenges posed by the nearby river, architects at Salto AB selected PENETRON ADMIX for the project's below-grade concrete elements. The admixture was integrated into the foundation slabs, retaining walls, elevator pits, and the parking garage structure. According to Andrus Sõna, Director of Penetron Eesti, the treatment triggers a catalytic reaction when exposed to moisture, creating a crystalline formation that seals concrete pores and capillaries. This approach aims to reduce permeability and provide self-healing properties, effectively lowering long-term maintenance requirements for the business district.
