The city’s strategic shift was on display during the 3rd Ho Chi Minh City Friendship Dialogue, which concluded in Vung Tau on September 12. By formalizing multilateral cooperation on seaports and courting international partners, the administration aims to turn its expanded geography into a magnet for green technology and R&D capital. This effort is anchored by the Cai Mep-Thi Vai port cluster, currently ranked 19th globally, and the Phu My 3 Specialized Industrial Park, which serves as a blueprint for industrial-symbiosis projects.

Economic indicators underscore the urgency of this expansion. In the first half of 2026, the city generated nearly USD 60 billion, contributing 25% to the national GDP. Under the framework provided by the August 2026 Law on Urban Development, officials are targeting a GRDP per capita of USD 14,000 by 2030. To reach these benchmarks, the city is activating its network of 88 foreign locality partnerships to secure supply chain integrations and attract high-level talent to its core financial and manufacturing sectors.
