Virginia Housing Board Appoints New Leadership

Gray brings over 25 years of experience in political affairs and policy strategy to the position, currently serving as the Vice President of Policy for Purpose Built Communities. A former American Institute of Architects managing director and a 12-year veteran of the U.S. Army National Guard and Reserves, he holds degrees from the University of Southern Mississippi and DeVry University. His counterpart, Olivieri, offers three decades of entrepreneurial expertise in real estate development and civic engagement, currently holding a senior vice president role at Associated Development Management Corp. and a finance degree from George Mason University.

CEO Tammy Neale praised the incoming duo, citing the energy they bring to the board’s mission of expanding housing access. These commissioners are tasked with critical oversight, including policy adoption, budget approval, and the management of organizational operations. Appointed by the governor, the board functions alongside state officials to guide an entity that has operated for over 50 years without relying on state taxpayer dollars, instead funding its initiatives through capital markets.
