U.S. DFC Joins Africa’s Digital Infrastructure Expansion

The U.S. International Development Finance Corporation plans to join the Africa Finance Corporation and Vision Invest as an investor in WIOCC Group. Announced at the UN General Assembly in New York, the move aims to accelerate the deployment of subsea cables and data centers across the African continent.

This coalition of American, African, and Saudi Arabian capital seeks to address a stark digital divide. While the global average for internet usage sits at 73.6%, the International Telecommunication Union reports that only 35.7% of Africa’s population was online in 2025. WIOCC Group, which currently operates in over 30 countries, will use the infusion to scale its open-access digital backbone, a move the investors argue is essential for the region to compete in the burgeoning artificial intelligence market.

Conor Coleman, DFC’s head of investments, noted that the partnership is designed to provide the connectivity required for U.S. hyperscalers and technology firms to operate in one of the world's most dynamic markets. For WIOCC Group, the capital provides the financial runway to consolidate its data center footprint and expand terrestrial fiber networks. The investment remains subject to final regulatory steps, including notification to the U.S. Congress, but signals a deepening consensus on the strategic role of digital infrastructure in Africa’s long-term economic transformation.
