Harbor Health Expands to Houston with Acquisition of 27 Village Medical Clinics
Texas-based Harbor Health is entering the Houston market through the acquisition of 27 established Village Medical clinics. This strategic expansion aligns with the company’s dual-model approach, integrating primary care delivery with its own health insurance plans, which feature no-deductible options for individual and family members starting in 2027.

The transaction, expected to close by the end of the year, marks Harbor Health’s fifth major regional expansion in Texas, following operations in Austin, Dallas, San Antonio, and El Paso. Upon completion, the group will manage nearly 70 clinical locations statewide, effectively doubling its medical workforce. While financial details remain private, the acquired clinics will retain the Village Medical branding and continue accepting existing insurance plans, ensuring continuity for current patients.
For residents of Harris, Montgomery, Fort Bend, and Brazoria counties, the integration aims to simplify the patient experience by linking clinical referrals directly to coverage. Under the new model, patients utilizing Harbor clinicians for primary care will receive specialist referrals covered at no additional cost. Large employer plans are currently active across 29 Texas counties, with individual enrollment via HealthCare.gov scheduled to begin November 1. CEO Tony Miller noted that the move is designed to create a more accountable system where a single entity manages both the quality of care and the financial coverage, reducing the administrative burden typically placed on patients.
