China Unveils Roadmap for Global Governance and AI Oversight

The initiative centers on the governance of artificial intelligence, with Beijing pushing for the creation of a World AI Cooperation Organization. This body aims to foster safe, inclusive development across borders, a process that will see its first major test at the upcoming World AI Conference in Shanghai this July. According to Zhou Haibing of the National Development and Reform Commission, the event serves as a high-level platform to align international standards for AI deployment.

Beyond technology, China is betting on institutional expansion to exert diplomatic leverage. The newly established International Organization for Mediation is already active in settling cross-border conflicts, signaling a shift toward Beijing-backed arbitration frameworks. Regional focus remains sharp, with plans to use this year’s APEC Economic Leaders' Meeting to prioritize trade connectivity and innovation. These efforts will culminate in the inaugural Xiong'an Global Governance Forum, a new venue designed to gather global stakeholders and refine the practical application of China’s governance proposals.
